Added: Base C Sheet

Time for a new base: Base C is 4px shorter than Base B and 7px shorter than Base A. It has a more RPG Maker-like chibi appearance. The proportional difference means it could be used as a special overworld or UI sprite counterpart to a Base A sprite. It uses the same head size as Bases A and B.
